Question: How is the impact of oil prices on private sector’s investment?
Answer: Oil price on the economy of oil-exporting countries such as Iran in terms of income making is very important to government. Oil price is one of the causes of instability in the economy because the oil price is determined in the global market and mentioned as a variable in private sector investment. This issue will be more effective if it considered concurrent with oil shock. On the other hand, oil shocks have different effect on private sector investment.

پاسخ: نفت و قیمت آن در اقتصاد کشورهای صادر کننده نفت مانند ایران از نظر ایجاد درآمد برای دوات بسیار حائز اهمیت است. از آنجایی که قیمت نفت در بازارهای جهانی تعیین میشود از آن به عنوان یکی از عوامل بی ثباتی در اقتصاد و از متغیر های تاثیر گذار برسرمایه گذاری بخش خصوصی یاد میشود. این مسئله هرگاه با شوک نفت همراه شود شدت بیشتری پیدا میکند . به عبارت دیگر شوک های نفتی تاثیر متفاوتی بر سرمایه گذاری بخش خصوصی دارد
Question: About oil contract
Answer: Nowadays, many different types of petroleum contracts are used to develop oil and gas fields throughout the world and classified in three general categories: 1.Concession contracts, 2.Production Sharing Agreement contracts 3. Service contracts.
These contracts generally do not have any preference over another and just content contained in the contract can be effective on selection. All three of these contracts already are running. Statistically most of current contracts in the world are concession contracts but day to day the popularity of this type of contract is on the wane and most of contracts are running towards Production Sharing Agreement contracts and mainly Joint Venture. Meanwhile some countries, because of some considerations and sensitivities, prefer to use service contracts such as Iran, Iraq, Saudi Arabia, Mexico and Chile.
Iran and Iraq are using special kind of contract as Buyback that actually are different in the course of implementation.
پرسش: قرارداهای نفتی به چه صورت میباشد؟
پاسخ: امروزه انواع گوناگونی از قراردادهای نفتی برای توسعه میادین نفت و گاز در سراسر دنیا بکار گرفته می شوند که در سه دسته کلی قراردادهای مالکیت انحصاری (Concession)، قراردادهای مشارکت در تولید (Production Sharing Agreement) و قراردادهای خرید خدمت (Service Contracts) تقسیم میشوند. این قراردادها بصورت عام هیچکدام بر دیگری ارجحیت ندارد و تنها مفاد موجود در متن قرارداد است که می تواند جذابیت آن را برای گروهی کم یا زیاد کند. هر سه مدل این قراردادها هم اکنون در سطح گسترده ای در حال اجرا هستند. از نظر آماری بیشتر قراردادهای فعلی در جهان از نوع اعطای مالکیت انحصاری است. البته روز به روز استقبال از این نوع قرارداد در حال کم شدن است و روند به نحوی است که بیشتر قراردادها به سمت استفاده از مشارکت در تولید و عمدتا نوع پیشرفته آن مشارکت در سرمایه گذاری (Joint Venture) تغییر مسیر می دهند. در این بین کشورهائی نیز وجود دارند که بخاطر پاره ای ملاحظات و حساسیت ها ترجیح می دهند که از قراردادهای نوع خرید خدمت استفاده کنند؛ کشورهائی مثل ایران، عراق، کویت، عربستان سعودی، مکزیک و شیلی از این دست کشورها هستند. از بین کشورهای نامبرده شده هم اکنون دو کشور ایران، بعنوان پیشگام، و کشور عراق از نوع خاصی از قرارداد خرید خدمت تحت عنوان “بیع متقابل” استفاده می کنند که البته در نوع اجرا با هم تفاوت دارند.
